How these tiers are built, and where the concordance comes in.

Because colleges report admitted SAT more consistently than admitted ACT, each school is placed using its admitted 75th-percentile SAT and your ACT's concordant SAT (a 201040), then adjusted for selectivity. A safety means your score comfortably clears the admitted middle; a target means it lands in the competitive range; a reach means it is below the middle, so the rest of your application carries more weight. The most selective schools stay reaches at every score. These are planning bands, not probabilities.
